WASHINGTON – The American Civil Liberties Union recently welcomed Larry
Frankel as the new State Legislative Counsel for the Washington Legislative
Office. Frankel oversees the WLO State Legislative Department, which provides
support to the 53 ACLU affiliate offices across the country. The State
Legislative Department bolsters the ACLU’s work in state legislatures by
analyzing legislation, providing background research, offering legislative
strategy and acting as a liaison between policy experts and ACLU state lobbyists
working on the ground.
"The ACLU Washington Legislative Office will be even stronger with Larry’s
vision and experience to move forward the ACLU’s state legislative goals," said
Caroline Fredrickson, director of the WLO. "Larry has been a leader on the
ground with the ACLU for 15 years, and his years in the trenches will strengthen
our state initiatives across the country. He brings incredible knowledge and
experience on practically every ACLU issue, and he brings great insight on
legislative strategy. We are excited to see where Larry will take the State
Legislative Department and how he will boost our work on the ground."
Prior to joining the WLO, Frankel was the legislative director and former
executive director of the ACLU of Pennsylvania. He received his bachelor’s
degree from the University of California at Berkeley and his J.D. from Boalt
Hall, School of Law at University of California, Berkeley. Before joining the
ACLU, Frankel was an associate at the Law Office of Harold Diamond and led his
own civil and criminal practice, offering specific legal services for LGBT
clients.
"The ACLU’s work on the ground is vital to its mission, and I am excited to
link our legislative priorities in Washington with our work in state houses
across the country," said Mr. Frankel. "With 15 years of experience lobbying on
the most important civil liberties issues facing the state of Pennsylvania, I am
ready to help ACLU affiliates across the country lobby on the most important
civil liberties issues facing the nation."
