Today, President Barack Obama signed an executive order that will give better protections to vulnerable workers employed by government contractors. The order, announced on the 150th anniversary of the Emancipation Proclamation, lays out new requirements for U.S. government contractors and their subcontractors operating overseas to prevent human trafficking and forced labor. In a powerful speech this morning announcing the order, President Obama recognized that U.S. tax payer dollars should never be used to support human trafficking, a form of modern day slavery.

I was scheduled to return from my summer vacation at 6 a.m. Sunday morning flying out of Vermont’s Burlington International Airport in a state most often thought to be ahead of the civil liberties curve. If you’ve ever had a crack-of-dawn flight, you can relate to my blurry eyed exhaustion after waking up at 3:30 a.m. to make it to the airport with enough time for what we now consider to be the standard, if annoying, airport security rigmarole. I expected to have to strip off my belt and sweatshirt, take off my shoes, show my ID, and be subjected to a naked body scan or all-too-personal pat down. What I didn’t expect was a full-on TSA interrogation about my summer vacation before I even reached the identification checkpoint.

Today, the ACLU released a 2011 FBI “primer” on overseas interrogation that calls into question whether the FBI is adhering to its own policy prohibiting coercive techniques. The 2011 primer was obtained by the ACLU and colleague organizations through Freedom of Information Act litigation. It was written by an FBI Section Chief within the counterterrorism division, and is ironically titled “Cross Cultural, Rapport-Based Interrogation,” – ironic because it encourages FBI agents to request that detainees in foreign or military custody be put in isolation to prolong the detainee’s fear for interrogation purposes. Isolation was a key component to many of the abusive interrogations that took place in Guantanamo, Afghanistan, and in secret CIA black sites after 9/11, in some cases causing extreme psychological trauma. This morning, we wrote to the FBI Director Robert Mueller expressing their concerns with the primer.

Last month the ACLU released a joint report with Yale Law School, Victims of Complacency, that documents the ongoing trafficking, forced labor and abuse of foreign workers hired through U.S. government contracts to work in support of U.S. military and diplomatic missions abroad. Recruited from impoverished villages in countries such as India, Nepal and the Philippines, these men and women – known as Third Country Nationals – are charged exorbitant recruitment fees, lied to about what country they will be taken to and how much they will be paid, and often have no choice but to live and work in unacceptable and unsafe conditions. These abuses amount to modern day slavery; all on the U.S. tax payers’ dime. Now members of Congress want to act to ensure that federal funds are no longer facilitating such exploitative, abusive and illegal practices.

Yesterday 22 Members of Congress sent a letter to the Inspector General of the Department of Justice urging him to launch an investigation into the Federal Bureau of Investigation's improper recording and dissemination of information about the First Amendment-protected activities of American Muslims. Several of the members who joined the letter-including Representatives Pete Stark (D-CA-13), Anna Eshoo (D-CA-14), Sam Farr (D- CA-17), Mike Honda (D- CA-15), Zoe Lofgren (D-CA-16), and Barbara Lee (D-CA-09) -represent districts in Northern California in which FBI memoranda document the use of community outreach for intelligence purposes.

After two lengthy days of arguments, the al-Nashiri case seems hardly closer to coming to trial. Defense counsel suggested the trial wouldn't even begin until 2015.

On Friday, the U.N.'s Human Rights Council took a critical step forward for human rights by recognizing that lesbian, gay, bisexual, and transgender (LGBT) people around the world struggle against violence and discrimination every day and deserve protection from such abuses. On the closing day of the Council meeting in Geneva, members adopted, for the first time ever, a resolution condemning violence and discrimination against those who are LGBT. It is the first U.N. resolution to focus solely on LGBT persons.

Last night former CIA chief Jose Rodriguez appeared on 60 Minutes to promote his new book defending his role in the CIA's torture program and his decision to order that tapes of the torture sessions be destroyed. While Rodriguez regurgitated his anticipated justification, 60 Minutes correspondent Leslie Stahl dogged him with evidence that torture hurt U.S. intelligence gathering and questioned whether the use of torture threatened to undermine fundamental American values.

This morning, Danger Room’s Spencer Ackerman continued to shock readers by exposing some of the most vehemently anti-Muslim training documents used by the U.S. government that have come to light to date. (See our past analysis of biased FBI materials.) The newly released military training materials not only contained erroneous stereotypes and derogatory remarks about Muslims and Arabs, they included a four-phase plan for transformation of Islam that would reduce Islam to a “cult status” and possibly result in “total war” against Islam.
