Torture FOIA Version 2.0
Many of the recent revelations about torture — including the "torture memos" released in April — have been a part of the ACLU's five-year-old Freedom of Information Act (FOIA) request related to the abuse and torture of prisoners in U.S. custody overseas. Since filing our initial Torture FOIA in 2003, we have obtained more than 100,000 pages from the government. These documents show both that hundreds of prisoners were tortured in the custody of the CIA and Department of Defense, and that the torture policies were devised and developed at the highest levels of the Bush administration.
Last Thursday, we filed a new lawsuit seeking the disclosure of even more still-secret records that the government has failed to turn over in response to a December 2008 Freedom of Information Act (FOIA) request. The records sought in the lawsuit include:
- Documents between the White House and CIA concerning the use of the CIA's so-called "enhanced interrogation techniques"
- A legal document dated July 22, 2002 from then-OLC lawyer Yoo to Alberto R. Gonzales regarding the applicability of the Convention Against Torture
- A 2007 opinion written by then-OLC lawyer Steven Bradbury analyzing the legality of the interrogation techniques authorized for use in the CIA program under Common Article 3, the Detainee Treatment Act, and the War Crimes Act
Publicly available information, including the government's own documents, confirm that crimes took place: dozens of detainees died as a result of brutal interrogations, and administration lawyers authorized techniques that our own government has criminally prosecuted for decades. But there are still unanswered questions about what the policies permitted, how they were implemented, and who specifically signed off on them. This lawsuit is an effort to fill some of the gaps in the narrative.

We can't sweep the abuses of the last eight years under the rug. Accountability for torture is a legal, political, and moral imperative.

THE DOCUMENTS WILL SHOW THAT CLASSIFIED MICROWAVE/LASER RADIATION 'DIRECTED ENERGY WEAPONS' HAVE BEEN USED ON DETAINEES TO INDUCE FATIGUE, WEAKNESS, SLEEP DEPRIVATION AND ALTERED MOOD STATES.
And similar microwave radiation "directed energy weapons" are being used TODAY to physically degrade and, yes, TORTURE, unjustly targeted American citizens and their families right here at home, in communities coast-to-coast.
These silent, injury- and illness-inducing weapons are being deployed under various federal programs -- including programs under the aegis of the Justice Department and Homeland Security -- to law enforcement agencies nationwide...
...a proliferation that virtually guarantees that such weaponry is being used to torture and inflict long-term physical damage on "targeted" persons -- whether or not that that targeting is based on probable cause, or upon prejudice or ideology.
Please, ACLU, come to the aid of the unjustly targeted victims of the Bush-spawned "extrajudicial targeting and punishment matrix" that continues under a naive and/or misinformed Obama administration.
Just because you haven't read about it in the often complacent mainstream media does not mean it is not happening below your radar.

GESTAPO USA ATTACK REPORT 6/14/09 PHILADELPHIA, PA
I was hit in the back of the head yesterday (June 14th) by what I believe was a prolonged pulse beam from a microwave radiation "directed energy" weapon. The shooting occurred at about 2:45 p.m. while I was driving my car southbound in heavy traffic down Second or Third Street (under the Ben Franklin Bridge) in Olde City, Philadelphia. I believe the weapon was fired or triggered by a sandy-haired white man with a fair complexion, in his 30s or early 40s, sitting in the passenger seat of a black SUV that had been tailing me for several blocks. He was accompanied by another man who was driving.
The silent shot felt like a bolt of electricity had pierced my brain. It was painful and left me in pain and somewhat disoriented for about a half-hour. I continued to drive my car with the suspect vehicle still behind me for several blocks. Hours later, I still felt the piercing pain and a feeling of disorientation.
Moments after I felt the impact of the pulsed beam attack, I glanced into my rear-view mirror and saw the man in the passenger seat pointing what looked like a black camera-like object directly ahead, at my car. He was not pointing the device toward the sidewalk or nearby buildings; it appeared he was aiming at me.
I stared into the rear-view mirror in hopes that my stares would dissuade the man from firing again in the heavy traffic, which had slowed to a crawl.
When traffic eased, I pulled over into the right lane of the one-way street, forcing the suspect vehicle to pass me on the left. As it passed, the passenger side window was rolled down. Having been in this situation before, I did what I typically do when something like this happens: I yelled something intended to draw a response, from which I might be able to deduce a motive.
I yelled toward the open window of the SUV:
"PUT DOWN THAT DIRECTED ENERGY WEAPON, you @!*&#'er!"
The response? Not "What the f*** are you talking about?" -- but THIS:
"I'M A LOT BIGGER THAN YOU ARE, BITCH!"
I found the response telling. Since I was seated at the wheel, there was no way a passenger in another vehicle could tell how "big" I am. I am not a midget. And why would he be paying attention to my physical stature, anyhow?
Secondly, his chosen epithet, "bitch." Why that obscenity, with its inferences when directed toward a man?
These two responses tell me that his assailant knew who I was, and that he appeared to be targeting me.
After the vehicle passed me, accelerating in speed, it took a hard left -- allowing me to see the license number (again, my eyes were trained on the vehicle with the purpose of gleaning that piece of information).
To all the "good people on the inside" who are following my every word on this blog: Here is the OUT-OF-STATE license number of the vehicle that I believe may be government-operated or subsidized, occupied by military/security or intel operatives who appear to have targeted me for an assault with a deadly weapon:
MARYLAND M-400960.
If this was a planned assault by government-directed or affiliated agents, the felonious assault not only constitutes a felony and a tortuous crime against humanity, a war crime, but the "action" violated the jurisdiction of the FBI and local authorities.
I believe the above account describes a CRIME AGAINST HUMANITY, A WAR CRIME, A FELONIOUS ASSAULT that constitutes assault with a deadly weapon with resulting infliction of bodily harm that I believe constitutes an ATTEMPTED HOMICIDE.
Good people on the inside, such apparent crimes can no longer be countenanced.
If you run that plate number, you may learn that my hypothesis is correct.
If you do NOT investigate, YOU ARE COMPLICIT BY YOUR FAILURE TO ACT.
Please recall my recent post of a week or so ago in which I reported being struck in the head by a directed energy weapon while inside a Morrisville, PA dollar store facing a parking lot occupied by a New Jersey state police trooper vehicle.
Please help save democracy in America and do what the law commands you to do. INVESTIGATE THESE REPORTS AND ENFORCE THE LAW.
POSTSCRIPT: As I was writing this, at about 2 p.m. on June 15th, seated on a couch in my home, with my back to the street, I was struck in the right front temple, again, apparently by a microwave radiation pulsed burst from a directed energy weapon. The direction of the hit indicates that the beam came from my immediate right, apparently from a low angle, as seated with my back to Evergreen Road, Lower Makefield Township, PA, either from the vicinity of the house at 1221 Evergreen Road or from a property on Yardley-Morrisville Road adjacent to my backyard. Because the pain was localized on the right side of my right front temple, I hypothesize that the beam came from the vicinity of the house next door. Then there is the possibility that I was "painted" with a targeting beam used to direct a terrestrial, cellphone tower- or satellite-based directed energy weapons system.
