The Secure Communities (S-Comm) program partners local police with federal immigration authorities. Whenever an individual is booked in a participating state, their fingerprints are sent through Immigration and Customs Enforcement's database. Illinois, New York and Massachusetts have opted out of S-Comm because it invites racial profiling and discourages people from calling the police for fear of immigration consequences.

The ACLU is calling on the Obama Administration to suspend the deeply flawed program.
