FELLOWSHIP TO ADDRESS CIVIL RIGHTS AND CIVIL LIBERTIES
VIOLATIONS ASSOCIATED WITH LOCAL IMMIGRATION ENFORCEMENT AND RACIAL PROFILING

The American Civil Liberties Union of Northern California (ACLU-NC) is seeking
an individual to sponsor as an applicant for a 2008 Equal Justice Works, Skadden,
Soros or other fellowship specializing in local enforcement of immigration law.
The ACLU-NC will work with the chosen applicant to craft a fellowship project
to address civil rights and civil liberties concerns associated with local police
and sheriff enforcement of immigration law either independently of or in collaboration
with Immigration and Customs Enforcement. The project would likely include a
survey of local policies and practices; know-your-rights education; litigation
to challenge racial profiling, Fourth Amendment, and due process violations
in particularly troubling jurisdictions; development of best practices proposals;
and policy advocacy to seek adoption of best practices. Ideally, the project
could also result in a report addressing the legal and policy implications of
local immigration enforcement practices and the practical implications for particular
immigrant communities.
The fellow would be based in our San Francisco office and would be supervised
by an attorney in our Legal Department. Applicants with experience and interest
in the intersection of police practices, criminal justice, and immigrants' rights
are encouraged to apply and to bring their own ideas to this project proposal.
