Lieutenant Commander Philip Sundel's last Navy assignment was as a defense counsel in the Office of the Chief Defense Counsel, Office of Military Commissions, where he represented Ali Hamza Ahmed Sulayman al Bahlul of Yemen. As al Bahlul's counsel, Lieutenant Commander Sundel publicly complained that the tribunal process lacked the necessary checks and balances to be fair.

Lieutenant Commander Sundel left active duty in December 2004 after 14 years of service and entered private practice in Washington, DC. In June 2005, he joined the Washington Delegation of the International Committee of the Red Cross as the deputy legal advisor. He is a member of the Maryland and DC bars.

Sundel is a 1986 graduate of Colby College and a 1990 graduate of the University of Miami School of Law. He entered active duty with the United States Navy after graduating law school, and held a variety of assignments including service as Defense Counsel, Senior Defense Counsel, Senior Trial Counsel, Appellate Defense Counsel, Appellate Government Counsel, Special Assistant U.S. Attorney, and Investigator/Prosecutor with the International Criminal Tribunal for Rwanda.
