North Carolina police used pre-emptive arrest in an attempt to prevent a long-time activist from protesting at the Democratic National Convention (DNC). Police arrested the activist for a minor traffic offense after he left a staging area used by demonstrators, and then requested his detention until after the convention, writing “Known activist + protester who is currently on a terrorist watchlist” and “due to DNC being a National Special Security Event.” A 2010 Inspector General report revealed the FBI improperly placed political activists on terrorism watch lists based on mere speculation a crime might be committed in the future.
