Dear Chairman Souder and Ranking Member Cummings:

The American Civil Liberties Union would like to submit this letter, with attachments, into the record for the March 23rd Criminal Justice, Drug Policy and Human Resources Subcommittee of the House Government Reform Committee hearing on the Centers for Faith-Based and Community Initiatives.

The attached comments address the unconstitutional and discriminatory changes to the regulations implementing a wide range of federal programs under the jurisdiction of the Department of Health and Human Services, Department of Education, Department of Justice, Department of Labor, Department of Housing and Urban Development and the Department of Veterans Affairs. The problems outlined in the attached proposed rule comments have neither been properly addressed nor corrected.

We appreciate your attention to our comments and would be grateful to have them submitted into the record.
