3. DIRECTING THE RHODE ISLAND CONGRESSIONAL DELEGATION TO MONITOR THE IMPLEMENTATION OF THE USA PATRIOT ACT (FEDERAL PUBLIC LAW 107-56) (NON-BINDING) (Resolution of Town Council passed August 18, 2003) 

Shall the Rhode Island Congressional delegation be directed to monitor the implementation of the USA PATRIOT Act (Public Law 107-56), and related executive orders and regulations and re-examine that act, and said orders and regulations in order to prevent the unfair infringement of fundamental rights and liberties guaranteed by the constitution of the United States?
