Holding Phone Companies Accountable
The ACLU of Iowa filed a request on May 24, 2006, for the Iowa Utilities Board to investigate whether local phone companies have shared customers' phone records with the NSA. IUB general counsel David Lynch responded that long-distance and mobile phone services from Verizon and AT&T were deregulated, and therefore the board has no jurisdiction for an investigation. Qwest provides most local phone service in Iowa, and has publicly stated that it has refused to provide the NSA with phone records without a court order when they were requested.
