The ACLU of Tennessee filed an informal complaint on May 24, 2006, with the Consumer Services Division of the Tennessee Regulatory Authority to investigate whether BellSouth Communications has shared customers' phone records with the NSA. On June 13, 2006, the TRA refused to investigate without a formal complaint. The TRA closed the file.
