The ACLU of Texas filed an informal complaint on May 24, 2006, with the PUC to investigate whether local phone companies have shared customers' phone records with the NSA. The PUC refused to investigate without a formal complaint, and closed the file. The ACLU filed Freedom of Information Act (FOIA) requests for documents relating to the Pentagon's program of spying on peace groups.
