Long Beach Police Chief Jim McDonnell confirmed that the Los Angeles Police Department’s Special Order No. 11, which lists innocuous behaviors such as photography and the use of binoculars as suspicious activities, gives police officers the right to detain photographers and file suspicious activity reports, in violation of the photographers’ First Amendment rights.
