Epidemics and bioterrorism are two of the gravest threats facing our country today. However, any response to a public health emergency should safeguard civil liberties as it protects health. This should include, at minimum, protections Americans already expect from their health care providers, such as a commitment to informed consent, fairness, and medical privacy.
