Thank you for this. One possible correction- I believe FEMA would only be involved in the aftermath of a mass-casualty or other event requiring emergency management and/or recovery.
I thought that H.R. 347 only goes into effect on January 1, 2013.
Does anyone know of any actions planned to protest all of the restrictions (federal and municipal) that have been passed in preparation for the summit? As much as I dislike NATO, I'm much more worried about the restrictions, because they look like they're going to become the new norm unless something is done. But I've only seen plans for NATO-related protests.

The NATO meeting is all about 'pomp and circumstance'...I flew for NATO and learned what is really important...newest hardware, shiniest medals, and NOT ONE DAMNED WAR, OR EVEN A SKIRMISH, could be attributed to NATO...until Libya, that is...Obama set the stage and tone for these pompous and arrogant peacocks...it's time they started policing their own backyard...the US is not going to run to their wars like the past...Obama has pivoted his emphasis to the Far East, where it belongs.
