Because freedom can't protect itself
The NVRA and Article I, Section 4, Clause 1 of the U.S. Constitution only apply to voting in Federal elections.
There is nothing in the statute or the Constitution that would prevent Arizona from requiring proof of citizenship to register to vote in state elections.
Thus, if Arizona loses this case, the result would be that aliens will be voting for Arizona U.S. Senators and U.S. Representatives but not for Arizona State Senators and Reps...
