Juan Ruiz Toro is a Staff Attorney in the ACLU Voting Rights Project. He litigates voting rights and democracy cases around the country.

Before joining the ACLU, Juan was a Counsel at Wilmer Cutler Pickering Hale and Dorr LLP, where he represented clients in trial and appellate litigation with a focus on government-facing and constitutional matters. Juan clerked for the Honorable Raymond J. Lohier, Jr. of the U.S. Court of Appeals for the Second Circuit and for the Honorable Alison J. Nathan, then of the U.S. District Court for the Southern District of New York. He began his legal career as an associate at Jenner & Block LLP.

Juan received his J.D. from the Yale Law School, and he holds an M.A. in History from Yale University and an A.B. in History from Brown University.
