Bio

Rahel Boghossian is a Senior Policy Counsel in the ACLU’s National office in Washington, D.C. Her work concentrates on federal, state, and local policy advising and advocacy to advance a more representative, open, and accountable democracy, with particular emphasis on voting rights and institutional reforms to the judicial and legislative branches. Prior to joining the ACLU, Rahel was appointed Senior Counsel in the Office of Legal Policy at the U.S. Department of Justice, where she advised on candidates for federal judgeships to be nominated by the President. Rahel has served as Legislative Counsel to two Members of Congress, Senator Chris Van Hollen of Maryland and Congresswoman Eleanor Holmes Norton of the District of Columbia, leading the Judiciary Committee portfolio and related appropriations for the former. Rahel began her legal career as an associate at the law firm WilmerHale in Washington, D.C., where she focused on high-profile and complex litigation and investigations. In 2020, she also served as Regional Voter Protection Director for the Arizona Democratic Coordinated Campaign. Rahel earned her J.D. from Harvard Law School in 2017, where she was a Managing Editor for the Harvard Civil Rights-Civil Liberties Law Review, and her B.A., cum laude, from the University of Maryland, College Park. She is admitted to practice in New York and the District of Columbia.
