The Obamacare Repeal Bill is Catastrophically Bad. And The Numbers Prove It.

Last week, House leadership rushed its Obamacare repeal bill through two committees less than 48 hours after it became public, despite calls from Republicans and Democrats to slow the process down.

Now we know why they were in such a rush.

On Monday, the nonpartisan Congressional Budget Office released its official analysis of the American Health Care Act (AHCA). The bottom line? Twenty-four million people will lose insurance coverage by 2026. And $880 billion of federal Medicaid funding will disappear over 10 years.

Tell Congress: Don't repeal the ACA

This bears repeating: 24 million people and $880 billion gone from those most in need.

Why, you ask, is it this bad? First, the bill attacks people's ability to purchase private insurance. It eliminates the Affordable Care Act’s (ACA) subsidies that allow individuals and families to afford health plans in the ACA’s marketplaces, replacing them with tax credits that favor the wealthy.

Second, it guts Medicaid to the tune of $880 billion over the next decade. It starts by phasing out the Medicaid expansion, which allowed millions of low-income people who previously couldn’t qualify for Medicaid to access basic preventive care and allowed individuals with disabilities to work without losing their health benefits. But most significantly, it would permanently restructure the Medicaid program and upend the current state-federal partnership by implementing per capita caps — meaning that states would only receive up to a fixed amount of federal funding per beneficiary. The result would be a dramatic decrease in federal investments that will impact Medicaid patients as well as health care providers.

This would, in short, destroy our nation’s safety net for health care. It would hurt anyone struggling to get by. And the impact on people with disabilities, women, and LGBT people would be particularly dire.

People with disabilities: Restructuring Medicaid with per capita caps would badly damage the ability of states to serve seniors and people with disabilities, particularly the almost 600,000 now on waiting lists to access community-based services. Even worse, since Medicaid does not allow states to limit enrollment in nursing homes and institutions, the brunt of these cuts will fall on in-home care. If passed into law, the AHCA will force states to dramatically cut back the home and community-based services that allow children and adults with disabilities to stay in their own homes and lead independent lives instead of nursing homes. These services are not covered by private insurance and are paid for predominantly by the Medicaid program. If Congress succeeds in implementing a plan to end Medicaid as we know it, hundreds of thousands of people with disabilities will be at risk of institutionalization or loss of support. The cuts to Medicaid would also severely impact children with disabilities because many states use Medicaid dollars to provide services in children’s special educations plans under the Individuals with Disabilities Education Act.

Women: Women who lose their insurance coverage, either through the insurance markets or Medicaid, will lose access to birth control and other necessary preventive care that the ACA guaranteed. Access to birth control enables women to pursue education and careers and to plan whether and when to have children, empowering them to lead full and healthy lives. The bill also attacks abortion access by banning the use of tax credits for insurance policies that cover abortion beyond life endangerment, rape, or incest. This would push insurance companies to exclude abortion coverage from their plans and could virtually eliminate abortion coverage in the private insurance market, leaving women without the option to buy a comprehensive plan.

The AHCA would also "defund” Planned Parenthood by blocking Medicaid patients from seeking care at Planned Parenthood health centers, denying many low-income women lifesaving preventive care like breast exams, cancer screenings, STI tests and treatment, and birth control. As a result, Planned Parenthood health centers, which 2.5 million people rely on for care every year, may be forced to close their doors. The CBO estimates that the bill’s defunding provision would restrict access to services that help women avert pregnancy, particularly for women in low-income communities that lack other health care providers.

LGBT people: The bill would also add additional barriers to care for LGBT people. LGBT people are less likely to have insurance, and they are at greater risk for HIV and even some cancers. LGBT older adults in particular face more health disparities and are more likely to be poor than other older Americans. By weakening Medicaid and making health insurance coverage unaffordable, the AHCA would leave many LGBT people without coverage and increased health disparities. Additionally, because Planned Parenthood welcomes LGBT patients and provides critical preventive care and sex education, blocking Medicaid patients from Planned Parenthood health centers would hit the LGBT community particularly hard, especially transgender people. Planned Parenthood is one of the largest providers of health care for trans people in the nation.

It’s no wonder that more and more Republicans are publicly voicing concern about the bill since the CBO report’s release. So far, President Trump has made no attempt to reconcile the bill’s massive cuts with his promise not to cut Medicaid during his campaign. And Speaker Paul Ryan still wants to bring this bill to the House floor next week, despite the growing opposition from all sides.

The good news is that there’s still time to stop this incredibly destructive bill. Tell Congress now: Oppose the ACA repeal bill.

I don't agree with all that this article states...for one, "Obamacare" was essentially designed to give insurance to the "low income" class of society that otherwise couldn't afford normal insurance premiums ..this plan pretty much only targets a certain percentage of people, and it definitely DID NOT reach the poverty level people that it should have, or that the plan was intended for..they still receive free medical under government (medicaid) (which is so grossly abused) without the tax penalty at that end of the year...it is targeting the people that fall just above the margin of the poverty level in annual income...if they don't have the plan, they get a penalized....yet technically, they are in the class of the working poor..Obamacare is a failed attempt to bandage an entire FAILED system that needs an overhaul ...if you want to change the healthcare system and make insurance available for EVERYONE..then start at the root of he problem...stop fraudulent lawsuits on doctors, Hospitals,reform BIG PHARMA, implement a fair tax and free health care ...you pay into the system through your taxes, it works for Canada and Europe....

I wonder what ACLU actually stands for and if my donations would actually constitute conflicting interests. My contributions should be directed towards a constitution that protects Positive Rights like the equal right to healthcare!!!!

You can throw around all the numbers and statistical demographics that you want to paint whatever picture of panic and urgency to get people to throw more money towards your organization you want, but bottom line is at least 24 million people are going to find even the minimum tier of healthcare insurance packages too expensive to purchase, and as if millions of working people were not already financially overburdened before Obamacare, RIGHT NOW have to spend more out of pocket for coverage that makes them spend even more out of pocket on deductables to see a doctor before that insurance even begins to pay a dime and furthermore includes deductables that need to be spend even more out of pocket for the medicines and treatments forcing untold millions to forgo seeing the doctor in the first place, or accessing the drugs that they are prescribed for altogether poor quality healthcare that is aimed at profit rather than cure in the first place.

I say you can suck my ACA AND I hope ACLU can keep up with the times and fight to influence the interpretations of the constitution a little, and by a little I mean alot, more appropriately according to the needs from the point of view of the people instead of trying to influence the people's point of view.

with breast implants, if they disappeared, then unless it's reconstruct surgery for a woman who has had disease, I wouldn't lose sleep over it & don't care 1 way or the other. Most men want a woman with real boobs, than operated boobs. I don't care 1 way or the other about tattoos, body piercings & what you describe. If they disappear, then so be it. Incidentally, I'm neutral on abortion such as if it can be predicted an unborn baby will be deformed, then if mom wants to abort, then it should be her right. But I know the view of pro-lifers & if they want to go through legislative process to make abortion illegal, then so be it. I support birth control but am against sterilization surgeries. I support fertility treatments and I support In Vitro Fertilization.

I am not a Christian but there are topics where I agree with Christian groups. I agree with Christians on the dangers of gay/lesbian agenda and there are many non-Christians and even some atheists who agree with Evangelical Christians. With homosexuality, if knowing and willing adults want to do gay/lesbian conduct, then its their life. Homosexual/lesbian conduct is bad for health as smoking is and needs to be marginalized like smoking is. They must abolish sex change maimings. I’m against sex changes for the same reason as I oppose trying to make a White person Black or viceversa because they think they were born of another race. Sex changes are a sad waste of science. Sex changes happen because science knows how. If they knew how to change skin color, Drs. would be making the same justifications for changing color of people who think they are of other race as they now do for sex changes. it doesn’t take an expert to know that hormone shots + the maiming surgery damages the body. Too often a Dr. will recommend to a woman that she needs a hysterectomy though it’s not needed and too often, people accept what a Dr. says without challenging.

Medicine is a business like other things. For eg. if you go to a mechanic or car dealer for car service, sometimes the mechanic will recommend that you get your spark plugs replaced, get new tires, etc. though they’re not needed for your car. They do this because they want to make money and the more expensive the repairs or replacement, the more money they make. Medicine for the same reasons is a business. Too often Drs. recommend surgeries & medicines though they are not needed. They do this for money.

& they’re doing these maimings mutilations on kids such as giving puberty block drugs. Surgeons who do these mutilations don’t care about the harm it does but they care about money. Then they make justifications for why to do this to kids. I don’t expect these mutilations to go away soon, but the dangers of this must be told.They must abolish this surgical mutilation.
1 would hope that feminists would oppose the mutilation that happened to Chastity Sun Bono as feminists have spoken against Female Genital Mutilation which happens in some nations. Transexuals are mutilations which no Dr. should take part in, yet most feminists are not condemning this female genital and breast mutilation as what happened to Chastity S. Bono where her healthy breasts were mutilated, dangerous hormone shots and her genitals mutilated.
