OVERVIEW

Through its affiliates, members, and national staff, the ACLU has a presence in every state across the country.  Each affiliate works with its state's legislature and policymakers to further the protection and advancement of civil liberties and civil rights.

The Advocacy and Policy Counsel will work to advance the ACLU’s Immigrant Rights policy agenda, and will help lead campaign-oriented nationwide advocacy to advance state and federal legislative and policy initiatives. This includes analyzing and drafting state legislation and legislative amendments, preparing advocacy and public education materials, researching legal and policy issues related to state legislation, assessing emerging local, regional, and national trends, and strategizing opportunities to advance immigrants’ rights. 

The Advocacy and Policy Counsel is a non-litigating attorney position for a lawyer with exceptional analytical and writing abilities and who is skilled at public speaking, advocacy, and organizing. This position is based in the ACLU’s New York City or Washington, D.C. headquarters and is supervised by the Director of Immigration Policy & Campaigns.

 

ROLES AND RESPONSIBILITIES

  • Monitor, research, and analyze opportunities to advance immigrants’ rights in states and localities across the country.
  • Draft and analyze legislation.
  • Draft policy analysis designed to effect change by state policymakers.
  • Conduct research on proposed state legislation and policy initiatives.
  • Develop and produce advocacy and public education tools, including reports and briefs.
  • Work with ACLU affiliates in setting policy goals and developing strategies to defend and advance immigrants’ rights.
  • Provide policy support to ACLU affiliates.
  • Facilitate intra-organizational working groups oriented around key policy and campaign priorities.
  • Represent the ACLU in national coalitions and develop relationships with allies and other organizations to further advocacy goals.
  • Collaborate with the administration of grants to affiliates programs.
  • Demonstrate a commitment to diversity within the office using a personal approach that values all individuals and respects differences in regards to race, ethnicity, age, gender identity and expression, sexual orientation, religion, ability and socio-economic circumstance.
  • Commitment to work collaboratively and respectfully toward resolving obstacles and/or conflicts.

 

QUALIFICATIONS

  • This position does not include active litigation, but identifying areas for possible litigation is encouraged. A JD degree with a minimum of seven years of legal or legislative experience is preferred.
  • Experience working in political, policy, legal, or government settings; familiarity with public policy and legislative processes is preferred.
  • Exceptional ability to conduct legislative analysis and research.
  • Experience with constitutional issues, legislation, and community outreach is preferred.
  • Ability to work independently as well as within a team.
  • Excellent research, writing, analytic, and communication skills.
  • Ability to communicate complex legal issues to the general public.
  • Ability to simultaneously handle multiple tasks, work efficiently and quickly, and meet deadlines under pressure.
  • Willingness to travel.
  • Strong and demonstrated commitment to civil liberties and social justice issues; expertise in the areas of immigrants’ rights, racial justice, voting rights, or disability rights preferred.
  • Fluency in Spanish is a plus.

 

COMPENSATION

The ACLU offers a generous and comprehensive compensation and benefits package, commensurate with experience and within the parameters of the ACLU compensation scale.
