ACLU Comments To Office of Management and Budget Urging Re-Inclusion of Gender Identity Questions in National Survey of Older Americans Act Participants

Document Date: October 3, 2017

These July 18, 2017 comments from the ACLU to the Office of Management and Budget urge the Administration for Community Living to re-include gender identity questions in the National Survey of Older Americans Act Participants (NSOAAP). Since 2014, the NSOAAP, which provides critical data on whether federally funded aging programs reach all older adults, included LGBT demographic questions—however, these questions were removed in the latest version of the survey. While questions regarding sexual orientation have since be re-included, the questions concerning gender identity have not. The comments urge that these questions be re-included because of the unique challenges faced by transgender older adults. The comments additionally urge the survey to be conducted in a manner that protects the privacy of the respondents.
