In this vote recommendation, the ACLU urges members of the House of Representatives to vote YES on H.R. 8015, the Delivering for America Act, and to vote NO on any motion to recommit that may be offered to undermine it. The ACLU will score the vote on final passage and on ANY motion to recommit that would otherwise harm civil liberties. H.R. 8015 would prohibit and reverse any changes to U.S. Postal Service operations that would reduce or impede the level of service during the COVID-19 pandemic and provide $25 billion in funding.
In advance of the November election, state and local election administrators will be relying more than ever on the Postal Service to conduct voting by mail, which is critical to guaranteeing the right to vote and protecting people’s health during the ongoing COVID crisis. And beyond the election, people, especially those in rural areas, low-income neighborhoods, communities of color, and with disabilities, rely on the Postal service every day for a myriad of life-critical functions, including the delivery of their prescription drugs, paychecks, and government benefits, the ability to pay bills, and the ability to conduct their business where the U.S. Postal Service may be the most—or only—affordable and accessible mail carrier. The U.S. Postal Service was never a business but is an essential government service.
