The ACLU sent this letter to the Senate Homeland Security & Governmental Affairs Committee on February 9, 2016, commenting on S. 2517, the Combat Terrorist Use of Social Media Act of 2016, in advance of its anticipated markup in committee. The letter thanks the bill sponsors for agreeing to make changes that will help ensure the impact on civil rights and civil liberties will be weighed in considering strategies to fight terrorism through the use of social media. It also expresses some concerns about the outcome of the report to be issued pursuant to the bill, but takes no position on the legislation.
