In this letter, the ACLU urges members of the House and Senate to include specific provisions to address the impact of the COVID-19 pandemic on the 2020 elections in the third COVID-19 stimulus bill. The letter advocates for two federal mandates: (1) no-excuse mail-in absentee voting and (2) a minimum early in person voting period of 14 days. The letter also requests a minimum of $3 billion dollars to states and localities for these purposes, and $4 million to the EAC to administer the funds and provide nationwide support to election officials and voters.
