ACLU vote recommendation on Section 702 reauthorization

In anticipation of a possible vote in the House, the ACLU sent this vote recommendation to Congress on S.139, which would reauthorize Section 702 of the Foreign Intelligence Surveillance Act (FISA) with changes. Section 702 is set to expire on January 19, 2018. The letter outlines the ACLU’s opposition to S.139 in its current form and urges a “NO” vote on the bill unless it is amended. S.139 risks codifying illegal practices that have been used to collect purely domestic communications and fails to meaningfully restrict the use of Section 702 to spy on Americans without a warrant. The letter also urges Representatives to vote "YES" on the USA RIGHTS Act amendment to S.139. This amendment represents meaningful reform as outlined in the letter.
