Civil Society Letters to UN Member States on US Non-Cooperation

Document Date: September 28, 2026

More than a year after the Trump administration announced it would boycott the Universal Periodic Review (UPR) — the United Nations mechanism requiring every member state to undergo a peer review of its human rights record every five years— the U.S. government has yet to comply. Now, more than 60 civil society organizations, including the ACLU, are renewing the call for the U.S. to resume cooperation via the release of three coordinated letters addressed to the President of the Human Rights Council, the UN High Commissioner for Human Rights, and the Council's Member States.
