The ACLU joined this coalition letter to the U.S. Senate in support of the ARTICLE ONE Act (S. 764), as reported out of committee. This legislation contains common sense reforms of the National Emergencies Act of 1976 (NEA) that would establish necessary, meaningful checks on the president's use of emergency powers.
