Letter Opposing H.R. 4884, the CURB Lifeline Act of 2016

The Leadership Conference on Civil and Human Rights’ Media/Telecommunications Task Force, for which the ACLU serves as co-chair, sent this April 12 letter to the House Energy and Commerce’s Subcommittee on Communications and Technology in advance of a hearing on legislation to impose a budgetary cap on Lifeline, the Federal Communications Commission program that supports low-income consumers in accessing vital communications. The bill, H.R. 4884, would impose a hard cap of $1.5 billion annually on the program, which the FCC recently voted to modernize by including support for broadband services. It would also eliminate support for voice-only mobile services in two years. The letter expresses support for the Lifeline program and opposition to the bill, which would undercut the goals of the program and principles for Lifeline modernization supported by the Task Force’s members.
