The LGBT coalition comments to the U.S. Department of Housing and Urban Development (HUD) on a revised definition for "Chronically Homeless." The comments make two concrete recommendations. The first is clarity that temporary placements in child welfare and foster care settings do not constitute a break in homelessness. The second urges greater clarity with respect to the definition of family, so as to ensure that an inclusive definition specifies that a family can be considered as such regardless of actual or perceived marital status, sexual orientation, gender identity, or biologically or legally recognized relationship.
