In this report, the Privacy and Civil Liberties Oversight Board looks into the collection of electronic communications under Section 702, and provides analysis and recommendations regarding the program's implementation. While the Board finds no evidence of intentional abuse, it raises concern about certain aspects of the program that threaten privacy. The report consists of six parts, including a development summary, legal, statutory, constitutional analyses and a discussion of how the program affects the legal rights of non-US persons.
