This letter was submitted for the record in connection with the Senate Judiciary Committee’s May 10, 2016 hearing, “Oversight and Reauthorization of the FISA Amendments Act: The Balance Between National Security, Privacy and Civil Liberties.” The ACLU strongly opposes Section 702 of FISA—which authorizes the warrantless surveillance of American’s communications—and urges Congress to allow the provision to sunset at the end of next year, absent the meaningful reforms detailed in this letter.
