This letter recommends that the Senate vote “NO” on amendments proposed by Sen. McConnell that would further weaken the already moderate USA Freedom Act. The amendments include: extension of the transition period for implementing reforms outlined in the bill; weakening of the amicus curiae provision; imposing data notification requirements on companies; and, removing the requirement for the declassification of significant FISA court opinions.
