This October 3, 2017 letter, signed by the ACLU and a diverse group of 58 organizations, urges the Chairman and Ranking Member of the House Judiciary Committee to ensure that any Section 702 reform bill meaningfully closes the “backdoor search loophole,” through which the FBI accesses American’s communications without a warrant. The undersigned groups urge that any reform proposal include a full backdoor search fix by requiring all agencies to obtain a warrant based on probable cause to search Section 702 data for information about U.S. citizens and residents in all investigations.
