Two Wisconsin fusion centers and the Milwaukee Police Department are launching WiWatch.org, a suspicious activity reporting (SAR) website, to enhance the Department of Homeland Security “If you see something, say something” campaign. SAR programs encourage reporting of constitutionally protected and commonplace activities like photography and note-taking, threatening Americans’ rights.
