Comments to HUD on Broadband Infrastructure

The ACLU joined this set of comments to the Department of Housing and Urban Development, in response to the agency’s proposed rules to require broadband infrastructure in HUD-funded construction and modernizing HUD’s Consolidated Plan. The first proposed rule would require installation of broadband infrastructure at the time of new construction or substantial rehabilitation of multifamily housing that is funded or supported by HUD. The second would require state and local governments to include in their Consolidated Plan an evaluation of the availability of broadband access, and proposes that they consider ways to bring broadband access to unserved low-income residents. The comments are supportive of the proposed rules, which will promote equitable broadband access to low-income households.
