The NYPD ran a secret surveillance operation broadly targeting the Moroccan community in New York City for intelligence collection, without any suspicion of wrongdoing. The program called the Moroccan Initiative was part of a larger racial mapping program that the NYPD built, with the help of the CIA, that surveys and maps First Amendment protected behavior in minority communities.
