The Delaware Valley Intelligence Center (DVIC), a Philadelphia based fusion center, remains non-operational after 6 years of construction and $11 million in federal grants. DVIC was cited as an example of waste in the Senate Homeland Security and Government Affairs Permanent Subcommittee on Investigations’ recent fusion center report.
