Document Date: August 8, 2022

On July 14th, 2022, the ACLU and Human Rights Watch submitted a shadow report to the UN Committee on the Elimination of Racial Discrimination. Addressing the United States’ “grossly inadequate” compliance with the International Convention on the Elimination of all Forms of Racial Discrimination, the report focuses on a variety of issues, including reparative justice, discrimination in the U.S. criminal legal system, use of force by law enforcement officials, discrimination in the regulation and enforcement of migrant control, and racial discrimination in public services and social protection. Additionally, the report offers the Biden administration a roadmap to implementing measures to correct stark racial disparities without having to confront Congress.
