IRS kept shifting targets in tax-exempt groups scrutiny: report (reuters.com)

IRS agents in Cincinnati, Ohio improperly targeted “Tea Party” groups seeking tax exempt status for increased scrutiny based on ideological viewpoint. The IRS officials screened 501(c)(4) applications based on keyword searches for names such as “Tea Party,” “Patriot,” and “9/12,” and later based on political views such as “limiting/expanding government,” which led to delays in processing and inappropriate demands for information about donors.
