On April 7th, 2025, the American Civil Liberties Union (ACLU) contributed an individual submission for the fourth cycle of the Human Rights Council's Universal Periodic Review (UPR). As the purpose of the UPR is to review and make recommendations for a state's compliance with international human rights commitments and obligations, the ACLU's submission details the need for state and local offices and officials – including governors, state legislatures, attorneys general, and mayors – to enact policies that safeguard civil rights and liberties for individuals and families and uphold the United States’ human rights commitments, especially given the second Trump administration’s recent threats to eliminate sanctuary cities and force cooperation with federal immigration sweeps.
