These comments, coordinated by the Leadership Conference for Civil and Human Rights, and signed by the ACLU and other prominent civil rights groups commend the Office of Personnel Management (OPM) for its proposed rule which would require federal agencies to delay inquiries into a job applicant’s conviction history until the hiring agency has made a conditional offer of employment (also known as "ban the box").
