On behalf of the American Civil Liberties Union (ACLU), a non-partisanorganization with more than a half million activists and members and 53affiliates nationwide, we urge you to cosponsor the Youth Prison Reductionthrough Opportunities, Mentoring, Intervention, Support, and Education(“Youth PROMISE”) Act, recently introduced by Representatives RobertScott (D-VA) and Michael Castle (R-DE). This bipartisan legislation seeksto address youth violence by providing resources to communities to pursuecomprehensive, evidence-based prevention and intervention strategies todecrease juvenile delinquency and criminal street gang activity.
