The ACLU submitted these comments on a proposed rule from the Department of Health and Human Services, ‘Patient Protection and Affordable Care Act, Exchange Program Integrity,’ that would impose onerous new burdens on both issuers and consumers that could eliminate abortion coverage in many parts of the country.
