Coalition letter to House Appropriations Committee urging members to oppose FY16 riders that restrict access to abortion for women in ICE detention

Document Date: July 14, 2015

This document is an ACLU signed coalition letter to the U.S. House Committee on Appropriations Chair (Rodgers), Ranking Member (Lowey) and other committee members expressing the coalition’s strong opposition to proposals that restrict access to abortion for women in U.S. Immigration and Customs Enforcement (ICE) detention. These proposals, through a rider on the Homeland Security appropriations bill, place a ban on coverage and provision of abortion services for individuals in ICE custody except in cases of rape, incest and a very narrow definition of life endangerment. The rider also includes refusals language that allows any ICE employee to refuse “to preform or facilitate in any way” any abortion.
